USDoC Names Motech and Gintech as Respondents for Taiwanese Manufacturers

The U.S. Department of Commerce (DoC) announced that Motech and Gintech would act as respondents for Taiwanese PV manufacturers to defend in the US-China dispute over anti-dumping and countervailing tariffs.

The second phase of US-China solar trade war over dumping and subsidy issue has been roaring for almost three months. After the U.S. International Trade Committee (ITC) accepted SolarWorld’s petition, it began a series of investigation and legal procedure. As SolarWolrd accused that Chinese PV manufacturers purchase some PV products from Taiwan, part of PV cells/modules have become targets of this phase of investigation and have been accused of dumping.

During the Chinese New Year in this February, Yingli Green Energy and Hanwha SolarOne, two of Chinese manufacturers, said that they would like to defend for Taiwanese manufacturers against the tariffs. However, the U.S. DoC rejected this proposal and selected Motech and Gintech as the respondents for Taiwanese manufacturers to defend for themselves.

“As long as we can defend for ourselves, we can avoid any untrue data provided by Chinese makers,” said an insider of PV industry. “Also, we can strive for the 0% tariff through Taiwanese makers’ opinions.”

In 2012, Motech and Gintech were two of Taiwanese manufacturers which shipped most PV cells to USA. This shall be why they have been selected as the respondents for Taiwanese manufacturers.
